Preparation of constraints analyses across the entire national territory in support of the development of wind, photovoltaic power plants, and battery energy storage systems (BESS).
The constraints analyses were carried out through the examination of the main territorial and sectoral planning instruments at the national, regional, provincial, and municipal levels, in order to identify any interference with restricted or protected areas. In the event of interaction with restricted and protected areas and/or areas subject to specific prescriptions, a detailed analysis of the interferences was provided, distinguishing between prohibitive constraints and interferences that necessitate actions such as the preparation of specialist studies or the acquisition of authorizations, approvals, or clearances.
The projects under examination were also analysed in relation to the criteria established by national and regional legislation for identifying areas unsuitable and suitable for the construction of renewable energy plants.
Constraint analyses were carried out both in relation to individual plants/development initiatives and in relation to entire provincial territories with the aim of identifying areas free from restrictions and prescriptions that could be evaluated for the development of new initiatives.
Verification of the presence of constraints and protections at the national level (Protected Natural Areas, IBAs, Ramsar areas, Natura 2000 Network, hydrogeological constraint).
Verification of the presence in the area of interest of protected landscape and cultural assets protected under Legislative Decree 42/2004.
Verification of the presence of constraints and/or requirements through analysis of sector planning (Hydrogeological Management Plan, Flood Risk Management Plan).
Verification of the presence of constraints and/or requirements through analysis of regional, provincial, and municipal territorial planning.
Analysis of unsuitable areas for the installation of renewable energy plants, as defined by national and regional legislation.
Analysis of legally suitable areas for the installation of renewable energy plants, as defined by national (Legislative Decree 199/2021), and regional legislation.
Identification of the permitting procedure to be followed in accordance with Legislative Decree 190/2024.
Creation of GIS maps concerning entire provincial territories with the identification of red areas (areas with constraints), orange areas (areas with requirements) and green areas (areas free from constraints and/or requirements).
